Shen Xiaoyue
Specialist, China Environmental PolicyMs. Shen Xiaoyue currently serves as the Director of the Division of the Environmental Law at the China State Environmental Protection Administration (SEPA) Policy Research Center for Environment and Economy, where she has been engaged since 1995. She has also previously served for 12 years in the Chinese Research Academy of Environmental Sciences.
Ms. Shen's primary research fields are in environmental policy, environmental laws and regulations, and issues concerning trade and environmental protection. In recent years, she has taken charge dozens of projects entrusted by SEPA, the Ministry of Science and Technology, the World Bank, Asian Development Bank, and the China Council for International Cooperation on Environment and Development (CCICED). Ms. Shen contributes expertise to projects representing a range of environmental issues including policy, laws, regulations, national standards, market entry, eco-labeling, and ISO14000 related to trade. She has completed numerous research reports and articles for various periodicals and published a book.

- Technical support member for SEPA-WTO Environment and Trade negotiations
- Researcher for China National Offshore Development Research Center
- Expert and coordinator for the Task Force on WTO and Environment of the CCICED
- Chinese advisory expert for the World Bank's project Post-WTO Era Environmental Policy Reform
Shen Xiaoyue earned her masters degree in Environmental Planning and Management from Beijing University of Technology. She has also pursued continuing studies in environmental and economic policy at Lunds University in Sweden.
