Meet our Team
The China Center for Labor and Environment (CCLE) consists of experienced CSR and compliance experts to help companies address issues such as compliance, factory improvement and climate change. We also work closely with a team of legal experts, environmentalists, compliance specialists and former regulators to help brands and suppliers integrate CSR within business operations. Some of our specialists have directly participated in the drafting of China’s labor law. In addition to conducting research and writing government policy, the team advises the China Center on updates related to labor and environmental law. Shen Xiaoyue

Specialist, China Environmental Policy

Ms. Shen Xiaoyue currently serves as the Director of the Division of the Environmental Law at the China State Environmental Protection Administration (SEPA) Policy Research Center for Environment and Economy, where she has been engaged since 1995. She has also previously served for 12 years in the Chinese Research Academy of Environmental Sciences.

Ms. Shen's primary research fields are in environmental policy, environmental laws and regulations, and issues concerning trade and environmental protection. In recent years, she has taken charge dozens of projects entrusted by SEPA, the Ministry of Science and Technology, the World Bank, Asian Development Bank, and the China Council for International Cooperation on Environment and Development (CCICED). Ms. Shen contributes expertise to projects representing a range of environmental issues including policy, laws, regulations, national standards, market entry, eco-labeling, and ISO14000 related to trade. She has completed numerous research reports and articles for various periodicals and published a book.

Current and past memberships and posts include:
- Technical support member for SEPA-WTO Environment and Trade negotiations
- Researcher for China National Offshore Development Research Center
- Expert and coordinator for the Task Force on WTO and Environment of the CCICED
- Chinese advisory expert for the World Bank's project Post-WTO Era Environmental Policy Reform

Shen Xiaoyue earned her masters degree in Environmental Planning and Management from Beijing University of Technology. She has also pursued continuing studies in environmental and economic policy at Lunds University in Sweden.

Dr. Chen Sai

Specialist, China Environmental Policy

Dr. Chen Sai is one of the directors and researcher in the China Law Society's Environmental Resources Law Research Institute. She also serves as Senior Researcher at the China State Environmental Protection Administration (SEPA) Policy Research Center for Environment and Economy. Chen Sai is deeply knowledgeable on a diverse range of environmental policies and regulations, having cooperated with many of various governmental departments to extract practical solutions through intensive analysis. Dr. Chen is widely published, having authored numerous scholarly works and publications.

Dr Chen's research contributions for law and policy in China include:
- Revision of the Environmental Protection Law
- Research on the administration system for the Law on Public Environmental Rights Protection
- Assessment of environmental legal system
- Research on licensing system for pollution discharge
- Research on environmental legal administration, enforcement, and foundation

Dr. Chen Sai

Prof. James Wang

Specialist, Environmental (Textiles and Apparel)

Professor James Wang is a pioneer in the development and standardization of eco-textiles in China and a renowned expert in chemical fibers and testing technology.

Professor Wang has been researching the analysis and testing of textile and chemical materials, organic synthesis, spinning and properties of chemical fibers, standardization of textiles and their test methods, eco-textiles and relevant testing technology for over 25 years. Professor Wang led and completed over 20 significant research and technical development projects in the fields of analytical chemistry, chemical fibers, non-ion surfactants, textile standardization, eco-textiles, science and technology information management and other fields successively since 1981 and is the five-time recipient of the Shanghai Science & Technology Progress Award. Since 1986, Professor Wang has published over 80 articles discussing technology and economics with nearly 20 of them receiving literary awards. In 1996, 1998 and 2002, he published three separate books in cooperation with Professor Chen Rong Qi, the top dyestuffs expert in China: Prohibited Dyestuffs & Substitutes (first and second editions) and Eco-Textiles & Eco Dyestuffs and Chemicals. The former garnered the China Excellent Textile Books Award as well as the Shanghai Science & Technology Progress Award. Since 1986, Professor Wang has been in charge of drafting over 10 China's National Standards, Industrial Standards and Military Standards.

Prof. Wang's experience includes work as a researcher or manager at the Shanghai Textile Research Institute, the South China Testing Center of the National Textile Ministry, and the Shanghai Synthetic Fibers Research Institute. He graduated from the Shanghai Chemical Engineering College with a degree in Analytical Chemistry in 1981 and received his Masters Degree in Material Science from Donghua University (formerly China Textile University) in 2001.

Prof. James Wang

Alex Xia

Green Services Manager

Through his education and work experience in automotive and civil engineering, Mr. Xia has gained considerable knowledge of manufacturing processes and climate change issues. Before becoming an auditor, he worked as a quality and production manager for several international firms. Since 2008, he has led a research team to study corporate carbon emission reports, and in particular ISO 14064, ISO 14065, PAS 2050, GHG protocol, and IPCC 2006. Mr. Xia is an IRCA/CCAA registered senior auditor for ISO 9001, ISO 14001, and OHSAS 18001, and is also an IECQ-accredited auditor for QC 080000. He has audited more than 350 companies, and has given over 1,000 hours of training in various subjects to thousands of attendees.

Ms. Linda Shi

Advisor, Environmental (Textiles and Apparel)

Linda graduated from the Shanghai University of Engineering Science where she received her Engineering Bachelor's Degree in 1987. She is a specialist in the area of eco-textiles, with over eight years experience in dyeing and finishing work in the textile industry and 12 years of consulting and customer service experience in textile testing. Linda is a member of the Hong Kong Institution of Textile and Apparel and China Institute of Standards and Technology in Home Textiles.

Jack Duan

Environmental Compliance Specialist

Mr. Duan is a member of CSR service technical support in Intertek and an experienced environmental auditor. He has been promoting environmental management systems and occupational health and safety management systems for years and has an in depth understanding of the best ways to implement new systems in the supply chain. As a technical supporting specialist, Mr. Duan participates in the development of environmental audit projects and devotes his energy to providing solutions to the technical issues on CSR and environmental audits for a wide range of businesses.

Jack Duan

Jia Liu

Specialist, Environmental Sustainability

Jia is an environmental specialist at the China Center with a focus on corporate sustainability strategy and practice. She works closely with multi-national brands and their China suppliers to minimize their environmental footprint across the supply chain. Some of her key engagements include her role as strategic advisor to the social and environmental accountability team of the world's largest software company in its implementation of the Electronic Industry Code of Conduct (EICC) audit and supplier continuous improvement program. Ms. Liu developed various training programs on topics such as supplier energy efficiency and climate change awareness. Leveraging her experiences in field and client projects, she is currently participating to the development of the Think Green Initiative, a supplier environmental compliance performance reporting tool.

Jia earned her MA degree in Environmental Science and Policy from Clark University in the United States and BS degree in Environmental Engineering from China's Hunan University. Prior to her current engagements, she worked for The Climate Group in London, UK, where she was contributing editor to the publication Carbon Down, Profits Up. In addition, Jia also has several years experience working in various environmental sectors in China.
